'Regulatory dog failed to bark' over Montara oil spill, says Ferguson

Federal Resources and Energy Minister Martin Ferguson has pasted the Northern Territory Department of Resources for poor performance over the Montara oil spill.
The West Atlas oil rig, operated by Thai company PTTEP Australasia, caught fire in August 2009 and started to leak oil.
