TNK-BP Says BP Offered It Rosneft Deal Role

BP has offered its Russian venture TNK-BP a chance to join its partnership with Rosneft, TNK-BP's deputy chief executive said Friday, signaling a possible resolution to a dispute.
"We had an offer from BP … about its agreements with Rosneft. Obviously a partnership would be interesting," Maxim Barsky told reporters on a visit to an oil-rich West Siberian region on Friday. "The company is reviewing the offer, and we will present it to the board of directors on Feb. 18."

Cheniere Energy Partners, L.P. announced today that its subsidiary, Sabine Pass Liquefaction, LLC, has signed memoranda of understanding with Empresa Generadora de Electricidad Haina, SA and Compania de Electricidad de San Pedro de Macoris, companies managed by Basic Energy, (hereafter referred to as Basic Energy), under which Basic Energy intends to purchase up to 0.6 million tonnes per annum of liquefied natural gas through arrangements with Sabine.  These companies operate in the Dominican Republic, which is a free trade nation where Sabine has already received approval from the Department of Energy to export LNG.

A natural gas well blowout that burned for two weeks in northern Alberta last year will not result in any penalties for owner Canadian Natural Resources, Ltd.

Mysterious South Korean merchant vessel

Feb 11, Colombo: The Sri Lanka Navy seized a South Korean merchant vessel in the early hours of today close to Indian waters and brought it to Sri Lanka on suspicion of attempted murder of a member of the ship's crew.
The Sri Lanka Navy detained the ship following the rescue of a sailor of the ship as he was floating in the sea last night.
A nearby barge has rescued the sailor, a Russian national, believed to be the second engineer of the ship. He was admitted to the hospital and receiving treatments.
Sri Lankan navy vessels intercepted and detained the South Korean vessel later when it was heading towards Goa when intercepted, a naval official said.
The ship is now anchored south of Colombo harbor. Harbor police is investigating the incident to verify if it was an attempted murder.

Posco enters China market with STX

A joint venture between Korea’s Posco and STX, Posco-PDCCP, established in Dalian in China, will enter into a full-scale operation from 15 Feburary. 
The joint venture, which Posco has 90% investment and STX 10%, will process 500,000 tons of steel per year and provide steel plates to nearby Chinese shipyards as well as STX’s Dalian shipyard.

Petrobras approves order for 7 deepwater rigs for $4.64B

Petrobras’ board of directors approved the bidding process for the construction, in Brazil, of the first seven of a total of 28 offshore drilling rigs intended to meet its long-term drilling program with priority given to the pre-salt wells. Siemens and Saudi Aramco sign strategic procurement agreement

Rutter secures $US 1.3 million order for Oil Spill Detection Systems

Canadian based Rutter Technologies, a division of Rutter Inc., has entered into an agreement to provide its Oil Spill Detection and Management Systems for deployment in the U.S. offshore oil industry. This latest commitment is in addition to an original system which was sold for service in November 2010. Delivery will begin immediately, and is anticipated to be completed in April 2011.
Rutter President and CEO, Fraser Edison, says "this purchase by Marine Spill Response Corporation (MSRC) is intended to enhance offshore skimming capabilities during night time operations as well as during times of decreased visibility." Edison says "the majority of these units will be deployed on boats and barges operating in the Gulf of Mexico, potentially opening new doors for Rutter's oil spill technology to opportunities in the United States."
Rutter's Oil Spill Detection and Management Systems are currently in operation on vessels operating in Brazil, Norway, Egypt and the United States. The Sigma S6 radar technology provides operators with real-time information about the volume and thickest areas of an oil slick in order to maximize recovery efforts.

APACHE ELECTS CHANSOO JOUNG, SCOTT JOSEY TO BOARD OF DIRECTORS

Apache Corporation announced the election of Chansoo Joung, a senior advisor at Warburg Pincus LLC, and Scott Josey, former chairman and chief executive officer of Mariner Energy, to its board of directors.
Joung, who joined Warburg Pincus in 2005, provides advice on new and existing investments in the energy sector for the firm. Previously, he was an investment banker at Goldman Sachs for nearly 18 years. He headed the firm's Americas Natural Resources Group from 1999-2004.
"Chansoo has spent almost his entire career in finance in the energy industry, both advising and investing in companies across a number of energy sectors," said Charles J. Pitman, chairman of the Apache board's corporate governance and nominating committee. "He has broad experience that enables him to identify, assess, and manage risks that can affect a large energy company such as Apache."
Josey served as the chairman of the board and chief executive officer of Mariner Energy from August 2001 until November 2010, when it merged with Apache. Previously, he served as vice president of Enron North America and co-managed its Energy Capital Resources group, provided investment banking services to the oil and gas industry and portfolio management services to institutional investors as a co-founder of Sagestone Capital Partners, and was a director with Enron Capital & Trade Resources Corp. in its energy investment group. From 1982 to 1993, he worked in all phases of drilling, production, pipeline, corporate planning and commercial activities at Texas Oil and Gas Corp.
"Scott has spent his entire career, spanning 30 years, in the oil and gas industry," Pitman said. "As the former chief executive officer, president and chairman of the board of Mariner, he gained extensive management, financial and technical expertise in oil and gas, and an excellent understanding of the many issues that confront exploration and production companies."
