'Regulatory dog failed to bark' over Montara oil spill, says Ferguson

Federal Resources and Energy Minister Martin Ferguson has pasted the Northern Territory Department of Resources for poor performance over the Montara oil spill.
The West Atlas oil rig, operated by Thai company PTTEP Australasia, caught fire in August 2009 and started to leak oil.

Burleson Energy Limited First Heintschel Appraisal Well D.Truchard #1 Spudded

Burleson Energy Limited is pleased to advise that the D.Truchard #1 well, the first appraisal well on the broader Heintschel structure, has been spudded using the Big 6 drilling rig.
The D.Truchard #1 well is located some 2.9 km from the Heintschel #1 well location which lies within the main Colorado County Project 3D seismic area. The well will target Lower Wilcox reservoir sands and is expected to be drilled to a total depth of approximately 11,800 feet (3,850m). It is anticipated that the D.Truchard #1 well will take approximately 28 days to drill and complete.
The D.Truchard prospect is targeting a separate 300 acre closure within the broader 4,460 acre Heintschel structure and will test the subsurface correlation of Wilcox sands encountered in the Heintschel #1 well and mapped across the Heintschel closure based on 3D seismic data.

Australia: Santos and Apache Energy Pen Gas Agreement

Santos has signed a deal with Texan company Apache Energy to produce gas from the Halyard and Spar fields offshore from Western Australia.
Australia’s third largest gas producer said the deal with Apache would usher in a significant new addition to the WA gas supplies, with the combined operations supplying about 10 per cent of the state’s gas needs from 2012.

Weather slows efforts to stop ND oil well leak

Winter weather is hampering efforts by crews to stop an oil well leak in northwest North Dakota, but officials said Tuesday the delay should not affect containment or cleanup of the spill.
The Whiting Petroleum Corp. well 8 miles northwest of New Town was shut down over the weekend after a valve near the wellhead failed and caused oil, natural gas and water to spill into a lined pit. State health officials said all the liquid has been contained and there has been no environmental damage.

Gazprom confirms interest in Israel

Russian's OAO Gazprom has confirmed reports that it is planning to enter Israel's offshore oil and gas exploration industry. "We are carefully looking at this opportunity" Gazprom deputy chief executive Alexander Medvedev told reporters at a EU-Russia energy conference in Brussels.
Medvedev added, "We are a world energy company and we are going in the direction where economic opportunities can be seen."

Noble Energy ‘Likely’ Will Exit Ecuador With New Law

Noble Energy Inc. said it will “most likely” leave Ecuador rather than submit to contract changes intended to increase the government’s share of profits from oil and natural-gas wells.

Line 6B to resume operations by Wednesday, Enbridge oil pipeline shut down to check, repair anomalies

Enbridge Inc. said  operations on its Line 6B oil pipeline in the U.S. will resume by mid-week after anomalies discovered on the line forced the energy giant to shut down operations last week. The weeklong closure of the 290,000 barrel per day line will be longer than expected by the market, and comes less than two months after the oil pipeline resumed operations following a spill into Michigan waterways.

Pennsylvania Regulators To Cite XTO Energy For Fracking Fluid Spill

Pennsylvania regulators say they plan to issue a notice of violation citing XTO Energy for a natural gas drilling-fluid spill that polluted a stream last week.
The Pennsylvania Department of Environmental Protection, or DEP, said Monday that it is continuing to investigate an estimated 13,000-gallon hydraulic fracturing fluid spill at an XTO Energy natural gas well in Penn Township, in the northeast part of the state. Hydraulic fracturing, or fracking, fluid is a mix of water, sand and chemicals, that is pumped at high pressure to break up shale rock formations deep underground and access the gas held within.

DryShips Inc. Secures Option to Construct up to Four Ultra Deepwater Drillships

DryShips Inc., a global provider of marine transportation services for drybulk cargoes and off-shore contract drilling oil services, announced today that it has entered into an agreement with a major South Korean shipyard, for the option to construct up to four ultra deepwater drillships. The new orders would be sisterships of the drillships under construction with further upgrades to the specification. Each of the four options can be declared within twelve months of this agreement, with deliveries ranging from 2013 until 2014. The total project cost is estimated to be about $600 million per drillship. The agreement includes a non-refundable slot reservation fee of $24.8 million per drillship that will be applied to the drillship contract price if the options are exercised.

Tourmaline Oil Corp. Announces Closing of $228 Million Initial Public Offering

Tourmaline Oil Corp. is pleased to announce that it has closed its initial public offering of 10,000,000 common shares at a price of $21.00 per share. Concurrent with the closing of the initial public offering, Michael L. Rose and Robert N. Yurkovich, directors and senior officers of Tourmaline, purchased a total of 850,000 common shares at the offering price of $21.00 per share on a private placement basis. The gross proceeds from the offering and concurrent private placement totalled $227.85 million.
The public offering was underwritten by a syndicate of underwriters led by Peters & Co. Limited and including FirstEnergy Capital Corp., Scotia Capital Inc., TD Securities Inc. and Cormark Securities Inc.
Tourmaline has granted to the underwriters an over-allotment option, exercisable at any time on or before the date that is 30 days following closing, to purchase up to an additional 1,500,000 common shares at the offering price of $21.00 per common share to cover over-allotments, if any. If the over-allotment option is exercised in full, gross proceeds of the offering and the concurrent private placement will be $259.35 million.
The net proceeds from the public offering and private placement will be used to fund a portion of Tourmaline's budgeted $425 million 2011 capital exploration and development program.
Tourmaline's common shares are listed on the Toronto Stock Exchange under the symbol "TOU".

Ecuador reaches deal with most oil companies

Petrobras, Brazil’s national oil company, was the only major foreign oil company holding out on a new contract with Ecuador on Tuesday night, paving the way for a possible exit from the Andean nation.
Repsol of Spain, Eni of Italy, Andes Petroleum and PetroOriental of China and Enap of Chile will remain in the country, investing $1.27bn in the oil sector, according to Wilson Pastor, Ecuador’s minister of oil policy.

Six firms will compete for rights to explore for oil in Sao Tome and Principe's exclusive offshore zone but oil majors were absent from the list despite the country's oil agency previously saying they were interested.
The tiny island nation is hoping to join neighbours who have struck oil in the Gulf of Guinea but initial exploration results from an area it shares with Nigeria have disappointed. It has extended deadlines for auctioning off its exclusive zone.

Endeavour Enters Into Agreement to Purchase a 20% Interest in UK Bacchus Development

Endeavour International Corporation today announces that its wholly owned subsidiary Endeavour Energy UK Ltd. has signed a definitive agreement to acquire an additional 20% working interest in the North Sea Bacchus development. This transaction represents a purchase of 3.5 million barrels of oil reserves for a cash consideration at closing of $9.57 million and $6.38 million three months after first oil. Closing is subject to customary government and partner approvals and is targeted to be completed by year-end.
The Bacchus development, operated by Apache Corporation, is a three well subsea development with a tie back to the Forties Alpha platform.  The project has received FDP approval and is expected to have first oil in mid 2011. Construction of subsea components is underway. This brings Endeavour's total working interest in the project to 30%.
The company also announces that it has acquired a 30% interest in Block 21/9 containing the Val d'Isere exploration prospect, as part of the same transaction. Block 21/9 is located near the Forties and Bacchus developments.
William L. Transier, chairman, chief executive officer and president said, "Adding the twenty percent working interest to our existing position in Bacchus strengthens Endeavour's position in a proven near-term oil play. Once fully operational, Bacchus is expected to produce approximately 5,000 barrels of oil per day net to Endeavour and generate significant cash flow that will contribute to the acceleration of our portfolio worldwide."

KOC sees north fields output at 820,000 bpd

The production capacity of Kuwait's northern oil fields will soon rise to 820,000 barrels per day, state news agency Kuna quoted a senior oil industry executive as saying on Tuesday. Sami al-Rushaid, chairman of the state explorer Kuwait Oil Company (KOC), said current output from an early production facility will add 120,000 barrels per day once it reaches full capacity.

Expro wins subsea controls contract for Laggan-Tormore gas field development

International oilfield service company Expro has secured a £1.9million (US $3 million) contract with FMC Kongsberg to supply connector systems to the Laggan-Tormore gas field development, 125 miles West of Shetland. 
Expro’s Connectors & Measurements team will supply the 5kV connector systems to provide power to subsea control modules on the project. The scope of work also includes design and development work to meet the specific subsea electrical layout of the project. 
Expro has established a global reputation for the manufacture and delivery of its market-leading Tronic subsea connector technology, providing the industry’s most reliable way of communicating in deepwater developments. 
The Laggan-Tormore gas fields lie in water depths of up to 600m in the UK Continental Shelf. 
Expro Connectors & Measurements director Mark Jones said: “This is one of our first power connector projects dealing directly with FMC Kongsberg and we are delighted to have secured this contract with such an important customer.

Nigerian militants claim attack on oil pipeline

LAGOS, NIGERIA
A militant group claims to have attacked an oil pipeline in Nigeria that transports crude to the Warri oil refinery in the restive delta.
A statement sent Tuesday by the Movement for the Emancipation of the Niger Delta says the group destroyed the Obidi-Refinery pipeline on Sunday. The group also threatened to carry out more attacks in coming days to bring attention to the "underlying causes of agitation in the Niger Delta."

Seadrill secures contract extension for West Pelaut in Brunei

Seadrill has been awarded a new contract extension by Brunei Shell Petroleum for the semi-tender assist rig West Pelaut. The production drilling assignment has a firm duration of three years, and the contract value is estimated to approximately US$131 million.
The new contract is scheduled to start in direct continuation of the current contract with Shell, at the end of the first quarter 2012.
