Russia, Japan agree on joint LNG plant in Russian Far East

Russia and Japan have agreed on building a joint liquefied natural gas plant in Vladivostok in the Russian Far East, the Japanese newspaper Yomiuri reported.
The plant will begin operation in 2017 and produce more than 5 million tons of liquefied natural gas a year. The Vladivostok project will allow Japan to secure a significant amount of LNG from Russia's eastern Siberia region and help stabilize Japan's energy supply, the paper quoted informed sources as saying.

Croatia wants to protect ownership rights in INA

Croatia said on Friday it could seek some fresh legal solutions to protect its rights as a major shareholder in the oil and gas group INA, of which Hungary's MOL wants to become the majority owner.

Ecuador to auction oil fields of companies it forced out

Ecuador will auction several oil fields including those previously held by foreign companies forced out of the country last month for refusing to accept new contract terms, the natural resources minister said on Saturday.
It will be the first tender of oil real estate since left-wing President Rafael Correa took office in 2007 and began renegotiating terms for companies operating in the Andean nation.

Team Resources, Inc., a private, independent oil and gas company, is excited to announce it has moved a rig onto the first of eight planned wells on a 4,200 acre development associated with the Grand Summit Fund I, LP, located in Cowley County, Kansas. The first well is the Team Cooper Hiatt #1, with the rig expected to "spud" Wednesday, December 15, 2010.
Team Resources' oil and natural gas field acquisitions were selected due to the tremendous potential of developing proven significant oil and natural gas reserves – having nearly 30,000 acres currently under lease. These oil and natural gas leases were originally "proved up" by Texaco and Conoco in the 1950s. At the time, these oil/gas reserves were left undeveloped due to the lack of demand and/or profitability. With current oil and natural gas prices it makes very good sense to exploit these reserves today.

Shell sells Oxy South Texas tight gas fields for $1.8B

Shell has agreed to sell a group of gas fields in South Texas to OXY USA, Inc., a subsidiary of Occidental Petroleum Corp., for approximately $1.8 billion, effective January 1, 2011. The sale is a further step in Shell's ongoing portfolio restructuring and focus on capital efficiency. 
"We are concentrating our investment on the most promising growth opportunities and that means taking a hard look at existing assets like our fields in South Texas, where we have been active for more than 50 years," said Marvin Odum, Director Upstream Americas. "This sale helps move us towards our goal of divesting $7-8 billion in assets worldwide in 2010 and 2011, and rationalizing our North American portfolio following on from recent acquisitions there." 
The fields include all Shell's gas-producing properties and related assets in South Texas, where Shell first drilled wells in 1953. They are predominately mature tight gas fields which currently produce some 200 million cubic feet of gas equivalent per day. Shell and OXY USA have signed a definitive sales agreement and the transaction is expected to close in early 2011, subject to regulatory approvals. 
Acreage recently acquired in the Eagle Ford shale in Texas is not part of the transaction. 
Shell continues to make significant investments in natural gas development in North America. Earlier this year, Shell added to its tight gas holdings, acquiring the Eagle Ford acreage and purchasing East Resources, a private company with significant acreage in the highly prospective Marcellus shale in the eastern USA.

U.S. Rig Count Rises by 10 to 1,723, Baker Hughes Says

Oil and natural-gas rigs operating in the U.S. rose by 10 to the highest level since December 2008, led by an increase in oil drilling, according to data published by Baker Hughes Inc.
The total rig count climbed 0.6 percent to 1,723. The combined oil and gas rig count hit a 22-year high in 2008, peaking at 2,031.
Oil rigs increased for the second week, rising by 21 to 763, the highest level since 1987, Baker Hughes said.

US diplomat believed Eni bribed Uganda ministers

A U.S. ambassador to Uganda prodded his government to impose a travel ban on Ugandan cabinet ministers because he believed they had been bribed by Italian oil group Eni, a leaked U.S. diplomatic cable said.

IEA Raises 2011 Global Oil Demand Forecast for a Third Month, Citing China

The International Energy Agency raised its 2011 global crude oil demand forecast for a third month on consumption gains in North America and China.
Crude use worldwide will average 88.8 million barrels a day next year, about 260,000 barrels more than its previous forecast, the Paris-based adviser said today in its monthly Oil Market Report. Increasing demand could put pressure on OPEC to boost supply early next year, the IEA said.

Italy's Eni takes Barnett knowledge to Polish shale gas play

Armed with knowledge from its 2009 JV with Quicksilver Resources in the Barnett shale, Italy-based Eni SpA is entering the European unconventional gas area by agreeing to acquire Minsk Energy Resources and become operator of three licenses in the Polish Baltic Basin. 
The acreage is located in the northeast of Poland and consists of 1,967 square kilometers. Drilling operations are expected to start in 2011, with a total exploration commitment of 6 wells. 
The company plans to operate the licenses using the knowledge acquired through its joint venture with Quicksilver Resources in the Barnett Shale in Texas. In May 2009, Eni paid $280 million to acquire a 27.5% interest in a 13,000 net acre area, located between the cities of Fort Worth and Dallas in Northern Texas. 
Through this agreement Eni makes its entrance into European unconventional gas, in line with the company's strategy of expanding its position in unconventional resources.

Petrobras, Pampa Energia team to develop El Mangrullo gas field in Neuquen, Argentina

Pampa Energia S.A. has entered into an investment agreement with Petrobras Argentina S.A. (NYSE:PBR) for the El Mangrullo field located in the province of Neuquen in Argentina.
Under the agreement, Pampa will acquire, subject to the fulfillment of certain conditions precedent, 43% of the right to freely dispose at wellhead, to commercialize and to process the hydrocarbons obtained from wells to be drilled in the El Mangrullo field. As a consideration for the acquisition, Pampa has committed to invest up to US $16 million on the drilling of those wells. 
The parties estimate to obtain a total natural gas production of 400,000 m3/day from the wells under the Gas Plus Program, which will be allocated to the supply of Central Termica Loma de la Lata. 
Moreover, the parties are negotiating a 400,000 m3/day Gas Plus contract, which is one of the yet-to-be-fulfilled conditions precedent to the investment agreement described above. 
With this initiative, and those previously announced, the Company estimates that it has guaranteed the full gas supply of Central Termica Loma de la Lata.

Sinopec want to create the world’s first VLCC fleet

The first 11 months of this year, Sinopec, China Merchants shipping carrier has more than 10 million tons of crude oil imports more than doubled last year, said Li Jianhong, chairman of China Merchants ships, the two companies will further strengthen mutually beneficial cooperation in future efforts.
Li Jianhong was recently in Beijing to attend the China Petrochemical and China Merchants Group, COSCO, China Shipping Group, China Shipping Sinotrans CSC Group Four “national forum on long-term fortunes of oil and lubricating oil cooperation agreement signing ceremony,” made the above remarks. Ship owners top the charts in ship purchasing

After a break during 2009, ship owners from Hellas have returned to the top of the world in terms of ship acquisitions, especially when it comes to second hand vessel investments. According to the latest monthly report from N. Cotzias Shipping Group, Hellenic ship owners this year have been responsible for 25% of the world’s ship purchases. During the period from January of 2010 and up until the end of November, shipowners’ deals surpassed 25% of the global total ship transactions, having spent more than 8.29 billion dollars for 281 ships, out of which 221 were dry cargo ships, which comes to show that despite the dry bulk market twists and turns this year, it appears that long-term prospects appear appealing to ship owners, especially when considering current asset values.

Natural gas is key for Europe to reach climate target at lowest cost

Europe can meet its 2050 ambition of reducing its CO2-emissions by 80 percent compared to 1990, in a faster and more cost-efficient way if natural gas plays a significant part in the energy mix going forward. 
In a report initiated by a group of experienced gas players in Europe and delivered to the EU Commission today, December 10, highlights how this can be achieved. 
“We appreciate the scale of the challenge and the necessity of curbing the CO2-emissions. Our contribution is to focus on how Europe can reach its ambition in a practical and economically viable way,” said Rune Bjørnson, executive vice president for Natural gas in Statoil.

VAALCO Starts First Production from Etame 7H Development Well Offshore

VAALCO Energy, Inc.  provided an update on its horizontal development well (ET-7H) in a known separate fault block in the Etame field and on its exploration well (ETOMG-1) on the Omangou prospect, both wells located offshore Gabon.
The Company has laid and connected production, service and gas lift lines between the sub-sea tree and the Company's floating production, storage and offloading ("FPSO") facilities.  The sub-sea work on the ET-7H development well was completed earlier than previously anticipated.  Oil production from the well estimated at 3,600 barrels per day commenced on December 4th, 2010, and on December 7th, 2010 gross total consortium production offshore Gabon was reported to be 24,037 barrels per day.
The ETOMG-1 exploration well was drilled to a depth of approximately 8,670 feet to evaluate both the Gamba and Dentale sand reservoirs.  The reservoirs were encountered but were discovered to be water-bearing.  Accordingly, the well will be logged, plugged and abandoned.  
In late November, 2010 the Company completed its 110th lifting totaling 772,601 barrels.  This is the third largest lifting volume since inception of operations in 2002.  The Company's last lifting of the year is scheduled for the end of December.
The Company's subsidiary VAALCO Gabon Etame, Inc. operates the Etame Marin Permit in which it holds a 28.07% net interest in the Etame Field.  Other participants in the permit are Sinopec Group (31.36%) through its subsidiary, Addax Petroleum Etame Inc., Sasol Petroleum Etame Limited (27.75%), Sojitz Etame Limited (2.98%), PetroEnergy Resources Corp. (2.34%) and Tullow Oil Gabon SA (7.5%).

BP To Delay Libya Offshore Drilling To 2011 With New Rig

BP PLC Friday said it will delay its plans to drill offshore Libya until next year, citing a decision not to use its original drill rig for "operational reasons."
"We're changing the rig," a company spokeswoman told Dow Jones Newswires. "Current plans are to begin drilling onshore and offshore in 2011."  Libya's top oil official previously said BP was expected to begin drilling last month.

Shanghai: Hudong-Zhonghua Shipbuilding (Group) will build the country’s first LNG carrier export order for Japan’s Mitsui OSK Lines. 

Hudong-Zhonghua is China’s sole LNG shipbuilder at present. The yard has been selected by MOL, after an exhaustive search across China by the Japanese giant, to bouild four 170,000 cu m membrane type ships. The ships will be deployed at the ExxonMobil-led PNG LNG project as well as Exxon’s Gorgon LNG project in Australia. 

The ships will start delivering from 2014 and an official announcement of the order is expected in January.

Tandem Telescopic Lift at Cuxhaven

Mammoet has erected a 600-ton dock crane at the site of a new facility for the production of components for offshore wind farms at the Port of Cuxhaven in Germany.
The gantry crane has two main girders with a length of 236 feet and weight of 250 metric tons each, and a 155-ton trolley.
Because the site was too small for boom cranes, Mammoet used two LTM 11200s, or telescopic cranes, to erect the dock crane in a tandem lift. By using the two cranes in different configurations, operators were able to manage the geometrical properties of the loads and their lifting points, according to a Mammoet statement.
The Port of Cuxhaven is located on the North Sea, which already has more than 1.5 gigawatts of installed offshore wind capacity.

Somali pirates seize ship off Tanzania

Somali pirates have hijacked a Liberian-flagged vessel with 23 Burmese crew members on board, the European Union anti-piracy mission says.
"The merchant vessel Panama, operated by a US company, was en route from Dar es Salaam in Tanzania to Beira in Mozambique when the attack occurred on Friday afternoon," the EU mission said in a statement on Saturday.

The merchant ship was carrying nickel and was sailing from Indonesia to Greece after refueling at Singapore. Japan starts Q1 2011 SBQ plates export talk with S Korea

TEX reported that some Japanese integrated steelmakers started negotiations at the end of last week on their export deals of ship plates with South Korea's major shipbuilding companies for shipments in the January to March quarter of 2011.
